Mirror Master should take this pretty easily. He's also go the added advantage of already knowing the universe Alfred is in

Wow, I'm surprised Toad made it out unscathed after his recent win kidnapping Lois Lane.  Superman must have been in a lenient mood.

And here he is, back for more!  This time after Batman's butler.  The balls on this guy, amirite?

Mirror Master has more tricks up his sleeve than Kite Man did, though.  With his hypnotism, holograms and other misdirection he might prove a real challenge for Toad here in bagging the butler.

Unlike Mirror Master, Toad actually screws up in about every adventure he's in. Alfred is wily enough to not only escape Toad, but maybe even find a way to render him unconscious.

I've seen creativity from both of these villains. They might take Alfred, but Mirror Master can hide Alfred inside a mirror. Much easier to hold him there for ransom.
