I have actually never seen a Ms. Marvel comic, so I don't how she deals with piercing damage. Is it the same as Mr. Fantastic, where she's not even able to be penetrated?

No, she's been shot and showed to recover from it. But that was also only a single shot, and from what I understand her powers rely on her metabolism.

Maybe shooting her a bunch would take her down?

I'm leaning towards Winter Soldier here due to ruthless tactical skill and armor piercing ranged weapons.  But I'm open to see what others say.

Winter Soldier was Captain America for a time. Out of everything, he brings experience to the table and that's something Ms. Marvel doesn't have enough of. She loses, but lives to fight another day.
