Semar would probably fair better than Hera here, as he spent at least 10,000 years cultivating a rice farm, perhaps other vegetation as well, near Mount Merbabu, before any humans were around according to the Javanese myth, and it was only after human beings came into creation that said farm was decimated, not sure how long it took them there.

Point is, if Semar could create a supposedly substantial rice farm over ≈10,000 years, that could sustain a growing human population in Java, based on the myth mind you, I think that if given time he could provide a fairly substantial rice bounty, and again perhaps other crops, for his followers after some time, but that depends on how vague the myth's guidelines are.

Also, Semar's a pretty, ehem, chunky god, so I think he probably knows something or two about food anyway.

Hera seems to be more powerful of the two, but I don't think she ever used her abilities to create food or protect the crop. Therefore I'm going with the rice farmer god
