I still think that Black Canary's scream might tip the odds ever so in her favour. Has Cap ever fought against a person that screams at them, like, very loudly?

As I mentioned in the Canary vs Zombie Cap match-up, though, Cap's shield could definitely at least block the kinetic force of Dinah's screams. 

Also, I doubt Canary would even start off the fight with her scream and instead opt for going hand-to-hand at first. While I think Steve and both Black Canaries have had more than their share of writer wank in their histories, the overall difference in Steve and Dinah's fighting skill is likely negligible. 

I think Cap's physicals would give him the edge here.

I dunno about all that. Black Canary might not open with the Cry, but she's more than skilled enough to stay in the fight until she needs to use it. Lady Shiva, one of the top DC martial artists, chose Dinah to be her successor for a reason, and she spars with Wonder Woman and has reaction times down to the nanosecond, as you yourself have pointed out. The shield is a big bonus for Cap, but again, it may block the kinetic force of the cry, but it wouldn't block the sound, and that's assuming he can get his shield up in time (which he probably could admittedly). I think Canary is faster, likely more skilled, and her Cry tips this in her favor in my eyes

In this image you can see Action Figure Captain America against Action Figure Angar the Screamer.

It seems clear here that Action Figure Captain America is traumatized by the sound coming from Action Figure Angar.

Oh Noes!  Cap dropped his shield!

Eh, Cap's not on my squad, but both characters do have feats that are generally well beyond their stated capabilities.

Cap knows how to defend himself against very capable foes. He’s defeated Spider-Man, Ironman, Magneto, etc. idk why he’d have trouble with Canary.

Cause realistically he shouldn't be able to do this, nor should he be able to rush through against a 300 decibel scream.
