I believe the Reapers would dominate through sheer numbers? Not sure how the armament/armor measures up between the two, but I feel that is one advantage the Reapers have.

Star Trek weapons and shields are way beyond any in the Mass Effect universe. I'm going for the cunning Romulans.

The reapers have a massive advantage in terms of ground troops though. With no defense against the Collector swarms, any Romulan who steps outside is going to be indefinitely paralyzed, and the indoctrination of the natives means that Reapers have a near endless supply of troops to throw at them. Couple that with the massive amount of Reaper ships in their fleet and I still favor the Reapers despite the fact that the Romulans are likely somewhat more advanced

As dominating as The Reapers are in Mass Effect, The Romulans in the new Star Trek franchise decimated anyone they came into contact with to the point the only way to beat them was through some weird time travel switcheroo.

I like the Romulans here because they are just so damn tricky and evil.  A little cunning can go a long way.
