I don't think either have made this dish before, but I'm certain Tonio's will taste the best because of his Stand's ability and the fact that he has shown to make a wide array of dishes.

Isn't the Soup Nazi a one trick pony? As in, he can't really do anything except soup. I have not seen the episode he's from, so I'm literally only going by what I've heard of him and his name but still.

Yeah I don't think he makes a lot of other foods from what I have seen. I don't know the character that well so I can't say for sure.
