I like the Horned kings odds here. The fairfolk in Prydain were in hiding from him.

Tinkerbell is kind of a hard target.  Dr. Facilier's "friends from the other side" might give him an edge here.

I’m gonna say The Horned King. He can have an entire undead army go after her. It would be kind of cool to see an undead army invading Neverland.

Dr. Facilier can also have supernatural entities after Tinkerbell just as well. That being said, what Mercenaryblade said gave me a great enough reason to pick Horned King over Dr. Facilier.
