Jack is inherently more charismatic than Ebenezer Scrooge. Sure, Scrooge might have a good heart at the end of his respective story but he never actively achieves the charisma that Jack possesses. I don't know how to rate these two on a scale of heralds, but I think I'll go with the one who has experience introducing holidays to an area that doesn't celebrate respective holidays. Sure, Jack failed bad the first time but he has the experience of bringing new things to places that don't even know what Christmas is.
