The Evil Queen has a better chance when it comes to deception and swindling. Ursula will set off alarm bells by virtue of being a monstrous sea hag.

Both could probably change into slick anthropomorphic creatures, but after dealing with Magica De Spell for all these years, I'm not sure Scrooge would go for either of their tricks. If I were betting on this, though, I might go for Ursula, who seems to have more magic tricks up her sleeves.
