I don't know much about Maza's combat abilities, but Angel is extremely capable in a fight. Jack Frost shouldn't be able to throw anything at him that Angel can't handle.

Maza has more experience with the supernatural, but I don't think she has Sgt. Angel's level of skill.

Elisa took down five trained mercenaries in one day, and on another occasion she shot out a crane's cable from maybe a hundred feet off. On the same token, I actually caught a scene of Hot Fuzz the other day and saw Angel randomly do a side somersault over a hedge bush and take down the guy he was chasing by throwing a cup or something dozens of yards off to hit the dude in the head.

Skill wise, they're probably pretty close.

Angel was kicked out of London because he embarrassed other cops by being that much better. He is an epic supercop.
