The Doctor consistently creates gadgets from scraps lying on the ground. I have no doubt in my mind that Doctor Horrible could also do the same, allocated enough time, but The Doctor can do it faster and more efficiently, and due to the fact that his series simply has a higher scope of higher, all his inventions would surely be more powerful than anything Doctor Horrible could do. Due to that, I will have to vote for the Doctor.

I see the Doctor taking this one. From what I remember from Doctor Horrible,I remember he made a lot of weapons but never saw much of a machine or anything like that

Yeah, I agree with everyone else, although I will add the caveat that this is definitely a category where the Doctor could very well be defeated. It just so happens that neither has substantial feats with actually making robots (off the top of my head anyway), and the Doctor has more probable cause to be able to whip something up. Tenth Doctor for the win here

Yeah, if this were up against someone else, I don't know if the Doctor would win.
