Agreed. Rick literally created a microverse, filled with an entire civilisation, to power his ship. I'd say he has experience in this area over Lex.

I don't remember the specifics of this, but I know Lex Luthor once made a cure for an incurable disease and then immediately infected a person with said disease right after he cured it. He appears to have some control over microbiology, granted this is causes by a virus/bacteria, but since I don't know the specifics I can't be too sure.
