Sorry, Dr. Horrible. But Xanatos would probably have the edge here. He has greater resources and has created things closer to nuclear engineering than Horrible has. This is all from memory though so I could be wrong.

You know, as big a fan as I am of Gargoyles (which reminds me that I have a long-ignored arc to get back to), it's never really been clear how much of a hand Xanatos personally had in creating all the armors, weapons, etc. that he uses. Meanwhile, it appears that while Dr. Horrible's inventions tend to fail, the sheer variety of gadgets he works on suggest a pretty wide-ranging aptitude for science. 

I might be leaning toward Dr. Horrible here unless I'm shown otherwise.
