I believe it certainly could, however I think I'll go with Lip here.

In terms of size, Lip is smaller and likely faster on a sled than Chloe might be due to Lip's normal size and weight, which I believe would produce less friction going down hill.

In terms of familiarity, Lip has probably experienced snow in some form, given the "nature" themes of her game, and her association with Sherbet, the Ice Fairy, and likely, though not definitely, in any case has probably either sledded or tobogganed at some point, giving her more experience with it whether good or bad, than Chloe has in Paris.

In terms of personality, Lip is also a tomboy whereas Chloe is more stuck up and superficial, something that suggests to me than sledding and tobogganing would be more up Lip's alley than Chloe's from that alone, although that isn't perhaps the strongest point here, but still is worth stating.
