I would concur.  This seems like it is strongly in Pluto's wheelhouse and fits his behavior and talents.

Tramp is an independent hobo.  Fun but always on the run.

I would agree with Fox. Tramp is a good dog but somewhat of a drifter and stray. Whereas Pluto is loveable and I think would provide help to sad people

Ah, a battle of Disney dogs.   This could potentially be a tough draw for Tramp, but I'll give this a shot.

Yeah, Pluto is plenty cheerful, but he's hyper and over-exuberant in just about everything he does. If the unhappy person in question doesn't like exuberance or is easily stressed, that could be a problem for Mickey's pet.

Meanwhile, Tramp generally knows when to lay on the charm, when to fight, and when to play it cool. He also settles down enough to live with Lady, the Darlings, and their infant child, and has pups of his own to look after.
