This is a strong challenge for Data.  Rocket science should be child's play for him as it is actually primitive technology.

Data will certainly have rocketry engineering knowledge far beyond what Victor brings to the table.

I know Doom's popular and all, but Data being one of Starfleet's best,, and an android should be able to create a rocket on the fly with 24th century knowhow

Doom is extremely intelligent and well beyond his years in knowledge. With all that said, that would be to say he is well beyond his years in this day and age. Data being however many years in the future would possess all that knowledge and more - up to that point of his existence. I think I am going with Data on this one

I spent a day or two thinking about this and had my argument pants on, but forgot to come back.

Guess I lucked out and the silent folks went with Doom.

I think there are two arguments in Doom's favor. One is that a lot of the tech in Star Trek isn't much more futuristic than what we see in comic books, and Data shouldn't know much about the Marvel universe technology. Star Trek used floppy disks after all. The other argument is that Doom is more creative than Data and might do better at inventing

Though really I would not have been upset to see this go the other way even though Doom is my guy.
