Got to admit, this one's a tough call. I want to say Puffy AmiYumi but Josie and the Pussycats may come close.

Heh, neither act does Soul Train-type music. Will have to think on this one a bit.

Josie and the Pussycats might actually be more soulful than Puffy AmiYumi in my honest opinion. They have a more somber feel when compared to the more rock oriented Japanese act.

I don't think I agree, because Soul Train features many different genres other than just Soul. Per Wikipedia, "the show primarily featured performances by R&B, soul, dance/pop, and hip hop artists, although funk, jazz, disco, and gospel artists also appeared." Both of them could very reasonably be called dance/pop artists, I think, and Puffy AmiYumi are arguably a better dance pop group

Neither of these acts are R&B, Gospel, Soul.  So it would come down to dance/pop and which gets closest to being acceptable for Soul Train's audience.

I'll just leave these here for consideration.
