I think Ender has better strategic thinking than Arya, he should win here. I think he took down Damian in the same game, and he probably was a better match.

I feel like Ender is best suited for this. I haven't read all the Song of Ice and Fire but from the tv show, I didn't get that Arya was the board game type. 

 

Having said that, this is monopoly, so it really comes down to who lands on whose properties first.

I can see Ender winning and Arya getting upset and demanding they play Risk instead. Then, when she realizes Risk doesn't involve actual fighting like her brothers' war maps, she gets upset again and challenges him to archery or knife throwing.
