I think it's a fair assumption to say that Lex Luthor is smarter than Dr. Sivana in every possible facet. But, I can't really remember any time where either of these were showcasing their skill in botany. Lex Luthor excels in medicine though, mostly to do with cures and I feel like medicine and botany are kind of intertwined with each other. Don't know how that helps with winning against Sivana at the end of the day, but it is what it is.
