Ozymandias was able to manipulate and outmaneuver a (more or less) God in Dr Manhattan. I think that’s a really important feat for him being able to win.

Parapsychology is paranormal stuff, which is much more in the realm of Doom's abilities.

Ozy manipulated using his smarts, but nothing supernatural. He doesn't have relevant skills here.

Doom also frequently outwits and outplays godly beings as well, so...

Memory serves that Doom goes to hell each year to try and save his Mother's soul, only to be struck down by Mephisto. Dr Manhattan is an Omnipotent, Omniscient  being that Ozymandias outwitted. Ozymandias definitely has strong skills that give him an edge.

Wrong. Wrong. If he's Omniscient, he would not be outwitted. If he was omnipotent, again, he would NOT be outwitted. You're throwing words around. Even then, Ozymandias outwitted Dr. Manhattan before he broke into the mainstream DC universe, when he couldn't even stop all Soviet Union bombs if they were aimed at the continental US. Mephisto is definitely stronger than Manhattan at that point in time too, there's no shame in losing to him.

 Omniscience is the capacity to know everything, Dr Manhattan is certainly shown to be on that level both in Watchmen and his extended universe stories. He is able to perceive all time at once. Omnipotent is not having a cap on your power, which we also have not seen Dr Manhattan hit a power cap. Ozymandias manipulated tachyons to suppress his ability to see time. So Ozy was smart and resourceful enough to tamper his Omniscent ability. 

 

In terms of the nuclear missile issue: That is said by Ozymandias, and I think only the film version of the story. I don't think it's canon to Watchmen in the comic story and there's no reason to believe Adrian when he's obivously manipulating the situation. I think there's sufficient evidence that Manhattan is godlike in his omnipotent abilities in his own story.
