The Tick’s strong and tough as hell but Ryuko matches him there and her much greater speed should give her the advantage in dealing out and avoiding any blows.

Judging the feats from the newest Death Battle, Ryuko has anime speed on her side (obviously, what anime character doesn't?), but she also punches hard and is impossible to put down unless you destroy her entire body. As it stands, Tick doesn't have the capability to do that and even if he did he'd find himself impossible to hit Ryuko. I'll go with her, albeit I have a feeling that Ryuko couldn't deal enough damage to Tick to bring him down either. But then again, his weakness does say he feels the pain of fighting so the chance is higher for her to win.
