The terrain favors Psylocke I would say, but Luffy hits harder, hits faster, has precog of his own, and is insanely durable. I think I like him in this one

Does he have a defense if Psylocke tries to mess with his mind?

I would have to go with Psylocke here. If her advantage is her psychic abilities and telepathy, she might be a step ahead Luffy and if she can assault his mind, that's a big advantage.

Not that I can specifically see, no. But my best counter to that is that Psylocke doesn't seem to use her mind control very much, and when she does it seems far less extreme than someone like Professor X or Jean Grey. It's almost seems like Psychic suggestion moreso than mind control in many of the scans on her RT
