I think Detective Chimp can do this. He's smart enough that Batman trades notes with him, and has the resources and connections to get access to info on master criminals like Savage. That coupled with this not being something Savage is experienced with means that Chimp should win this pretty handily

Mh, difficult to say. With how long Savage has lived and how’s he very much been presented as a seen it all/done it all type of character, I feel confident he’s more than good enough to steal the art and leave enough clues to point to several other potential scapegoats instead of him. But at the same time, if anybody could sniff out the truth, I would bet on Detective Chimp the most, just barely above the Question who in turn is above Batman. 
 

So, all in all, tough call.

With Savage's immortality and genius, he has in-canon been several conquerors and criminals, such as Julius Caesar and Genghis Khan, and advised the likes of Napoleon. He's also beaten various DC teams like the Justice League and Justice Society of America (even retiring the latter through politics). If stealing this art is a crucial part of his plans, the Chimp is definitely going to have a hard time with this.

Vandal Savage will just reveal that he was the original artist the whole time, and therefore there was no theft.

Being a conqueror and fighting big opponents don't prepare you to steal art at all. Detective Chimp has much more experience with catching criminals for similar sorts of crimes than Savage has experience stealing artwork, and while Savage is immortal, that really only serves to make him an old man in this fight. This is far from his area of expertise and thus his experience is almost entirely inapplicable to it. In fact, given how much technology has improved in just the last few decades, it's possible his experience stealing in the past, whatever it may be, works against him, as technology, new detective methods, and super-intelligent talking chimps have made it harder than ever to successfully steal things of value in a non-traceable way

Realistically, Detective Chimp should know about Vandal Savage, that much is clear, but there's no real reason to suspect him for art theft of all things. It just seems a bit... out there? I don't know if Detective Chimp could solve it. If Vandal Savage leaves clues, sure, but he seems smart enough to just throw anyone off with his own intelligence + the fact that he's so inconspicuous when it comes to this.

Savage has been working with criminals of all types for millennia, so it's not a stretch to think that theft would be a part of his skillset. Being in the game as long as he has, he should also be staying generally knowledgeable on the latest tech, methods, etc., or he'd be highly ineffective as a supervillain. 

Assuming Vandal manages to steal the art, he's also likely to have it well-hidden and highly guarded, so I don't know if Detective Chimp would be able to retrieve it on his own.
