I feel like Carmen Sandiego is at a real disadvantage here. Her strength is about being elusive and mysterious, but if she's already caught, she's going to have a much harder time. I don't know a ton about Horatio Caine though, so I'll wait until more people chime in about this one

I have to agree that Carmen is disadvantaged as the scenario has her actually caught. Horation is an actual police detective, so he'll have connections to call on I'd think
