I would think that for Barbara, this is just meat and potatoes for her. I mean if Night Owl and Walter Kovacs figured Adrian out... Why can't Barbara?

They only caught on to Veidt because he had to personally kill the Comedian, if memory serves, and there were like three people on Earth who could have done that, Rorschach probably being one the them. Also, Veidt wasn't really trying to hide his plan from Rorschach and Night Owl, he was trying to hide it from Dr. Manhattan, so all of the steps of it were made to that effect, which he executed perfectly, essentially. Finally, I actually think his feat against The Comedian is good evidence for why he should win here. Not only did he successfully kill one of strongest people in his world, he did so without leaving enough of a trace for Rorschach, a highly skilled (if mentally unhinged) detective to trace it back to him. Veidt has plenty of power and influence, and if it's something necessary for his plan he can find a way to hide it without Batgirl knowing. We're talking about a guy who outsmarted a nigh-Omniscient being
