They seem pretty evenly matched, power-wise. I think Death Phantom has more varied powers which might give him an edge though

Death Phantom appears to have enough esoteric abilities which would allow him to outsmart Juggernaut. Intangibility helps when you have the Juggernaut running into you, Mind Control could help if he gets the helmet off of him, and we got the always loveable BFR to help him out by teleporting him through space and time into outer space. I think Death Phantom takes this.
