So Detective Chimp is my guy, full disclosure, but I think he wins this one. Moriarty's strength has always been that he's a shadowy, hard-to-track figure who holds a lot of power over a lot of important people. As I've said in the past, I don't even really think calling him Sherlock's intellectual peer is fair, because he starts out with such an advantage over Sherlock whenever they meet and Sherlock is still able to always find out who he is, what his plans are, etc. Anyway, that's actually not super relevant here, because Detective Chimp has it easy this time. Moriarty is undeniably smart, but he doesn't really have experience robbing estates like this personally, and Detective Chimp is more than smart enough to root out a rat, or to just make the defenses redundant enough that he doesn't even need to know who the rat is to keep the place protected.

Given that Moriarty nearly tore apart the League of Extraordinary gentlemen using a rat, I'm giving it to him.

Well wasn't he like in charge of the League of Extraordinary Gentlemen though? And also, he nearly did that, and Detective Chimp is probably as smart or smarter than any of them combined. Finally, that's not really the canon version of Moriarty

I believe that Moriarty does have his strengths against Detective Chimp, but having to steal something past him is something that I reckon is not really possible given the scenario at hand.

I admit to not having read the Sherlock Holmes books, so I'm going by the Moriarty seen in the BBC series.  That is the version of Moriarty I am familiar with.  He was seen to be a genius criminal intellect.

The scenario gives Moriarty an inside man.  I think that and his ability to game out every possibility gives him the edge here.

The problem with the inside man is that he would have to be on or above Moriarty's level to escape Detective Chimp's notice. I think that this scenario is pretty balanced on the whole, but Detective Chimp is more than smart enough to weed out any rat, and has experience with thieves and criminals far above what people IRL could accomplish, and has caught and thwarted such people in the past.

But what if... Moriarty was counting on him to find the inside man? What if finding the insideman is a trap or distraction?

I mean, again, Detective Chimp exists in a world with thieves far more savvy than Moriarty and he's considered one of the best detectives in that world. He shares a world with people like Lex Luthor, who's criminal empire makes Moriarty's to shame, and he's considered one of the best analytical minds in it. I still think he's just better equipped for this challenge

Has he ever taken down someone like Luthor before? Chimp's not exactly an A lister in DC's lineup

Has he ever personally taken down someone on the level of Lex Luthor? No, he hasn't. But he is repeated stated to be on the level of people who have taken down Luthor. And again, here he is in a detective chat with the likes of Bruce Wayne and the Riddler, meaning that both brilliant men value Detective Chimp's enough to take his advice on detective matters seriously. Him not having taken down a supervillain on that level is better attributed to lack of resources rather than lack of ability. He's a proper detective, unlike Batman, who while he is a brilliant detective of course, is much more of a vigilante most of the time. 

I also didn't realize this when I drafted him, but he does have the ability to talk to animals, which would definitely let him win this one, but it's also probably a "power" that helps him as a detective, so maybe it shouldn't be counted
