Both these characters would would fit in in Gotham City.

Roxie Hart is not a good person. A murderess, an adulteress, a liar, an ex-con... and a decent performer on stage ONLY when accompanied by Velma.

Frank N Furter - also not a good person. Kills and serves for dinner his ex, kidnaps normies stranded on the roadside.

I don't see either one reducing crime, but Roxy might stay out of Arkham.

I mean this is essentially Rocky Horror Picture Show against Chicago... But why do I get the feeling Frank's screwed here?

I hate Roxie Hart as a character, she deserved to be in jail and to stay there... but I think she can avoid Arkham and will probably land a nightclub job with some mobster.
