Neither of these guys are able to casually blend in. I think Raphael has more experience sticking to the shadows and listening in though.

Not unless Raphael can disguise himself as a fat person with a latex mask. In fact, the 1980's cartoon did that a couple times.

Pretty sure most versions Raphael can disguise himself as a fat noblemen or aristocrat fair enough if he tried. Maybe even a Shinto Priest as well with the straw hat and everything.

Hell, Turtles III even had the movie version of Raphael disguised as a samurai.

Raphy and his brothers do often have to disguise themselves in large trench coats and pass themselves off as humans throughout the 2003 version of the show. He’s also much better at subterfuge and ninjutsu stealth then Raiden, whose really only a ninja in name.

I'm torn here. On the one hand, Raph has more experience in this, is more disciplined (even if he does struggle with anger issues from time to time), and is just generally more versed in most stealth/infiltration methods. On the other hand, he's a massive green turtle man who would have an incredibly hard time using any disguise beyond the obvious one. Raiden probably at least has the option of using other disguises, but he's also as subtle as a firetruck hitting a fireworks factory, so I don't know that he would excel here either. Really, it feels like a bad pull all around

Fox can probably correct me if I’m wrong, but these are the seven Shinzo I disguises I found: 

The Shoniniki’s Seven Disguises include:

1. Itinerant monks (komuso) – for wandering the countryside. 

2. Buddhist monks – for infiltrating temples, towns, and cities.

3. Mountain ascetics.

4. Merchants.

5. Actors.

6. Street entertainers.

7. “Normal Appearance” – which means taking on the persona of a typical resident of the city, village, or area the shinobi wanted to infiltrate without being noticed.

 

I don’t know if Raphael can quickly get into these. I also don’t know if Raiden is ver uses disguise in his series.

I sure ain't no authority on Ninja.  I had to Google that stuff.

But yeah, learning 7 disguises was for a sure a thing that was part of the training.

Also, the Ninja who were spies and good at disguises were more valuable than the assassin types who were considered expendable.
