There was the time Crusher was there to help with Picard having the emotions of Sarek transferred to him. 

It was simple but she was a pretty effective doctor in this instance. So, playing therapist on a teenage girl should be doable. Like, getting her to calm down and all.

I also think Doogie would struggle to save people. His age would work against him if he were trying to herd the crowd to safety, and I don't know how likely Carrie would be to take him seriously either. Crusher has feats dealing with lots of crazy stuff, so she would at least handle the "calm Carrie down" part a lot better

Beverly is what Carrie wants in her life, an actual caring, kind, mother figure. I think she can take this challenge handily.

Those are all strong points to vote Crusher. I think the only thing Howser may have going for him is that he is nice, cute, boy around her age and she may listen to him because she craves that acceptance as well.
