There's any number of branching paths here and it really depends on who finds the lamp (if anyone) and what they do with it.

Also there are the rules of what happens in the Silent Hill foggy dimension itself, which seems to have a transformative effect on people and things.

While there are any number of ways this one can go, this is a psychological horror terrain which could hold some danger for Genie.  I lean towards Genie making it through but will hold off voting to see if an Silent Hill experts have a view on it.

Well, there's a good chance that Genie wins this just by chilling in his lamp the whole time. The Silent Hill residents may be too occupied thinking of ways to kill each other and the tourists to even notice an old oil lamp laying around. 

Although, if someone were to dlscover the lamp and rub it, the Genie could grant his/her wishes, even giving the lucky person new abilities to kill and torture others given that Genie can't kill directly. The person would then toss the lamp aside, where Genie could either spend the rest of the 24 hours in his lamp, or someone else could come across the lamp and get some wishes.

Silent hill might actually find a way to corrupt Genies powers and the genie himself. Now that is a scary thought, actually that would be closer to Djiin as they appear in myth.

Even better for Genie! The gloves may actually come off in that case and Genie may just harm/kill everyone in town, giving him full opportunity to "survive" 24 hours in the city.
