Ooh this is a tough one. Hyabusa is stronger, but Elektra may be stealthier.

Correct me if I'm wrong, but isn't Ryu like a pretty solid bullet timer in the later games? I think Elektra has one shot to kill Ryu, and if she misses/he dodges, he's almost certainly going to win

Oh, I don't know. Elektra does pretty good against bullets herself. Also, and more importantly to the challenge, she can do this. 

She also probably has more of a proven stealth game than Ryu, so between hiding away and possibly deflecting his shots, she could likely get a few more of her own shots off.
