Well, Black Cat can be very flirtatious.

To my knowledge, Black Cat is more of a burglar than a defrauder. She's got good social skills, to be sure, but so does Arthur. All the strangers love him, and Arthur is more than happy to use that to his advantage much of the time. He's charming and often robs people after gaining their trust, like he tried to do with the Braithwaites and the Greys.

But as I said, Black Cat is very flirtatious. And she's not above gaining power. Especially when Wilson Do so was out of the picture for a while, she took over and was the Queenpin.

I can't speak to that specific story, but the Kingpin really isn't known to defraud people. He's more like a mafia boss who uses intimidation rather than someone who uses charisma and charm
