If he knows the terrain, Scorpion could just teleport in, grab Tarkin, and take him to the Nether Realm. No way Elektra can do it faster than him

Scorpion takes it.  He can do anything Elektra  can and teleport to get in for the kill.

Oh, I don't know. If Elektra also knows the Death Star, she could use her telepathy on both Scorpion and Tarkin to get into their heads.

With this ability, she could stall Scorpion long enough to reach Tarkin herself and kill him and possibly also a stalled Scorpion.

Elektra has the skills and stealth to do this. Scorpion has the necessary abilities to finish this quickly. I think, Elektra gets my vote in most scenarios of how this plays out
