From what I can tell, Beta Ray Bill has the larger attack potency and durability (solar system vs small planet level) and they have comparable speeds. It’s hard to debate The Plutonian’s powers because I’m not sure how he uses them in a fight with someone in or above his weight class. I think Bill should be able to over power him and win here. He’s able to get up to Silver Surfer in terms of opponents he can overcome. I think The Plutonian isn’t stronger than what he usually fights.

I’ll argue that Bill’s better experience, quality of opponents, and higher power output Carrie’s the day here. He should be able to take this.
