Mh, skill-wise I think these two are in the same general range in marksmanship, hand to hand combat etc but Domino’s power gives the edge to her, I feel.

I would give the edge in skill and whatnot to Punisher slightly. He just tends of tango with high caliber people without a luck manipulation power to get him out of it. However, with said power, I think Domino takes a majority

My understanding is that Domino's powers are not a sure thing. It's not like Longshot's probability manipulation.

Punisher is no stranger to dealing with adversaries such as Spider-Man. Even with her powers, I still see Frank having decent odds.

Given the setting here, I think Domino edges the win by literal luck. Not a lot of cover for either of them so they can't use a lot of environment to advantage.

With Frank's skill and his combat experience, I think he should be able to pull off a win. While Domino is pretty skilled herself and has her power, Frank has squared off against much more powerful opponents in harder arenas
