Bill Cipher is incredibly powerful, definitely the most powerful person in this slot. He kills Time Baby and all those Future Cops with a single shot, and they're more powerful than Tinkerbell. However, I think the only real way to interpret him for this challenge is to look at him before he gets released, because that's definitely his default state. With that in mind, both combatants are tricksters, and can use magic to trick or coerce her with things she wants. I feel that Tinkerbell would be more likely to encounter Bill just because he's not underwater, but she's also not going to be doing the kind of research that would lead to her finding Bill. I'm not sure really
