Tough call both are powerful magic users and like manipulation. Both are more competent than the Smurf's usual foe. 

I might go La just cause she's hot honestly. She's like an evil version of Kida.

I can't speak to Queen La much because I don't know much about her, but Jafar is kind of a buffoon. His magic isn't very powerful, and his schemes usually failed. His only really successful thing was stealing the Genie, which is far easier than stealing the Smurfs

I’m leaning more towards Jafar, while both are powerful sorcerers/sorceresses Jafar has cunning and manipulation on his side. He had the Sultan of Agrabah under his thrall for years and he manipulated Aladdin into getting the Lamp for him, and would have murdered him at the Cave of Wonders had Abu not intervened and took the Lamp back.

The Smurfs may not be strangers to dealing evil wizards, but Jafar will bring a level of subterfuge and cunning that they’ve never encountered before.
