Shan Yu isn't the 'framing' type and would just rather kill his targets. Bill is much craftier and would have an easier time with this.

The problem with Bill in this category (and every category really) is that it really depends on if he's free. If he is, he can't lose. If it's dependent on his ability to be freed, then he certainly loses

Some character from one of their cartoons. All I know about it is there is a gnome named Shmebulock who only says his name. I also know my students will not stop saying it.

Anyway, you should watch Gravity Falls if you haven't. It's really good and fairly short

I mean generally speaking we take characters at their best for the draft barring some sort of limit like VSBW. If we take that route, Bill would win this but even so, Shan Yu seems less cunning than other villains we've seen. I don't think this is his game to win.

I agree that we do that generally, but at this peak, Bill is nigh-omnipotent, so it seems reasonable to not interpret him that way
