Clock King can plan and time for the heist all he wants, but all Spot has to do is portal the goods out.

I'd give it to Clock King honestly. Spot can 'port in, but that won't save him from cameras and such. Clock King would be more likely to plan out all possibilities and not have it tied back to him

Much like Clock King, Spot could scout the place ahead of time. He could then 'port the cameras out of the unmanned rooms of loot, then 'port the loot out from there. The job could be done at a much quicker rate than Clock King, who would be taking more time with a more elaborate plan.

Hmmm, I'm slightly leaning towards Clock King as the brief says get away "Scott Free". If this was who could steal the loot quickest, then definitely Spot, but from the little I know about these characters it just feels like CK has less chance of getting caught through his planning.

With his power over portals, Spot also has a better chance of escaping with the loot in the off-chance the authorities manage to catch up to him and surround the place. In the same situation, Clock King likely has less reliable options.
