As I've said in all of these, Viltrumites are pretty limited in terms of numbers, but high in terms of raw individual power. The strongest Viltrumites would be stronger than the strongest Decepticons, but I'm not sure about the Decepticons numbers. There don't seem to be that many around at any given time, but there might be more I'm honestly not sure.

Realistically there's probably millions of Decepticons but there's only a few hundred toys with is what movies and catoons use. Their tech is amazing though  I think they can overcome the Viltrumites if they focus in.
