I give this to the Decepticons, because if Transformers Prime is any indicator, they are more than capable of scanning new forms. Trypticon the Romulan War Bird seems terrifying to me.

I say Decepticons. The Romulans have never done anything significant even in like alternate stories. The Decepticons have taken over Earth. Plus Star Trek tek would be nice but no impressive to Transformers.
