This is a close one! The cowboys probably have the physicality and some extra skills, but the Gotham PD have the team work and modern weaponry.

I'm guessing if the cowboys have their horses then this leans slightly in their favour.

Sorry Cowboys but I don’t believe they can overcome the extreme advantage the GCPD’s modern/sci-if weapons and equipment designed to incapacitate even meta humans sometimes.
