Zeus as a gang boss is the win here. Calendar man is a schemer but this is better suited to a mob boss.

Calendar Man is an expert hand to hand fighter, as well as an absolute genius at planning and strategy. Batman and Gotham PD consult with him because he's always 5 steps ahead. There is no way Zeus is walking away from this

Maxie is no slouch at strategy either. He engineers plots to create new Olympians and has outfoxxed the Joker which led to Joker seeking revenge against him. Calendar Man has never gotten one over someone as high profile as the Joker.

He's outsmarted Batman. I'd say that's high profile.

He taught both Batman and Bane a lesson about what they were doing. 

Batman actually went to ask him for help in Arkham!

Also if this Winter or Fall Calendar Man just loses post DC rebirth. (I assume not, as the classic calendar man seems to be what we are going off of.)

Maxie has announced his plan, overcome security around the Olympic Games and President Reagan, and Batman and the Outsiders all being prepared for him.

When it comes to turf he designs the worst drug epidemic Gotham ever saw

and Maxie also has tons of mooks. A God need not fight personally when he has had everything from super powered minions to standard street thugs for him. A gang lord can win a turf war against Calendar Man.

Calendar Man once took on Batman with a bunch of Solomon Grundy clones named after the days of the week. Tons of mooks aren't going to hang around with those

but Maxie's Outsider facing New Olympians are more than capable of doing so

So if their troops are on par then it comes down to intellect and their own combat ability - which Calendar Man should take.

Maxie always has a criminal Empire. Not to the extent of Penguin or Black Mask or Rupert Thorne, but an Empire. Calendar Man only ever has a handful of mooks. Maxie has more manpower to take the win.

Batman had a hard time beating one of the Grundy clones. I think that gives Calendar Man quite a force to be reconned with in terms of manpower. 

And again, he's easily strung Batman along - I think he's got the smarts to do the same to Zeus.

Let's not sell Maxie short, he has strung Bats, got ahead of multiple international intelligence agencies, and he has swindled the Joker, he's blown up the Batmobile

Not a fluke either, Maxie destroys a second Batmobile

and a third

Bats would have died if not for the intervention of Haven there, so Maxie has gotten his share of lumps in on the Caped Crusader.

Bats even suspects Maxie is successfully faking his mental illness

which his ruses towards the public in Batman: Cacophany seems to support. Maxie is smart enough to use his superior resources against Calendar Man to take the win even with seven Grundy Clones facing off against his New Olympians and various other minions like the Harpies.

Eh, I think Maxie wins this. Yeah, Calendar Man is more intelligent, but from what I've read he tends to focus more on one-off cases than forming lasting gangs. Maxie, however, forms various gangs every chance he gets.
