Well this has gotta be Mario. He's got a ton of experience helping people, and he's calm and collected in stressful situations. Pretty much the opposite of his opponent

Mario has more experience, more tools, and more abilities than Sonny, and he is also more focused, more rational, and more reliable. Imagine Sonny accidentally coming across a Cocoa Puffs while evacuating you. You wouldn't want that. He would give up on you in a milisecond.

Unless Sonny gets bribed with coco puffs to motivate him to help evacuating people.

I don't think I need to explain why Mario is the winner in this situation. Unless someone coincidentally has a bowl of coco puffs with them in that disaster, nobody is getting properly rescued. Mario on the other hand has had experiences saving people from all kinds of scenarios, monster attack aftermath is something Mario can handle even if it means evacuating an entire city.
