The Docotr would try and makes something akin to a robotic teddy bear before he tries to make an actual monster. Robot on the other hand I can see him doing so and then some.

I mean, fair, but if the Doctor actually tries to make a monsteer, and let's assume he does for the challenge, given what he has fir reference in his own universe, I think he beast Rudy.

The Tenth Doctor and tWar Doctor are the two incarnations I think would make one. A little Time Lord Victorious goes a long way.

Yeah, 10 could probably do this very well. Robot is a master of robotics. In the show at least he needed to outsource the creation of his body, so if he has to literally make a flesh and blood monster, then Robot would probably struggle a bit. However if robots count, it would be a much closer match

I see a lot of "10 would do it" but I don't see reasons as to why people think that. I think Robot has a more morally ambiguous personality than the Doctor, so he should technically be more fit for this terrain. I mean, it does specify Monster and I really don't think the Doctor would vibe well with that.
