I think Shuri has a very good chance here.

I have no idea who Shuri is. I lost touch with Marvel Comics and stopped watching the MCU. But I do know that Billy is very smart. He is an expert on alien tech and most of the time would think of ways to beat the monster of the day/week. Heck in MMPR: Once & Always, Billy is the founder and CEO of Cranston Technologies, and has his own command center under the headquarters.

This is pretty even. Billy built a couple of Zords, the master morpher that Tommy uses and all kinds of other stuff. 

Could Shuri make these things? Yes, especially with the designs already available.

Could Billy make the stuff Shuri has designed? Of course.

It a tie. 

The only thing maybe that could stand in their way in resources. 

Billy won't have any vibranium. He would do some kind of substitute but it wouldn't be the same.

Shuri could make zords and stuff with Wakandan tech pretty accurately even without the Morphin' Grid.

I guess that would give Shuri the win.

Yeah I think the Wakanda tech and Vibranium knowledge is the deciding factor here.

It's ... hard to argue leroy's points on this. Unless Billy can somehow replicate vibranium's properties, Shuri might have this. 

It's a very close call, though.
