I don't think the Nutcracker is well suited to spread joy. He was a warrior first and foremost, that dealt with the Rat King. Samri, on the other hand, as a horror character should be able to spread fear.

Samri will have a pretty decent chance at spreading his influence further, as the man easily terrorized Bijapur for sometime, and likely would've done the same elsewhere, if left unchecked.

Samri's a magician and something of a demonic entity. I'm thinking he easily spreads more fear.
