I think KITTs computer brain will be able to plot a route through the traffic and to TMNT HQ

If I'm not mistaken the Ghost Buggy, is capable of flight and acting as a boat. Which should allow it to move around the city, much easier than KITT.

Wow, I forgot about that. Come to think about it, I do remember the Buggy flying and treading water on a few occasions now. 

Kinda changes the complexion of how it should probably be regarded in some of these match-ups.

I agree with this. A computer brain should be able to plot the best possible route through the city and have time to spare.
