Both Jocasta and SHODAN are intelligent and creative, but they have different styles and motivations. Jocasta is more compassionate and heroic, while SHODAN is more ruthless and megalomaniacal. Jocasta might write a setup that focuses on the moral and ethical dilemmas of being an artificial being, while SHODAN might write a setup that showcases superiority and contempt for organic life.

Based on these factors, I think that SHODAN would write a better setup on CBUB, because she is more likely to create a compelling and dramatic conflict that would engage the readers. She is also more familiar with the cyberpunk genre, which is currently popular as evidenced by the amount of cyberpunk media nowadays. Jocasta, on the other hand, might write a setup that is too bland or predictable, or that relies too much on the Avengers.
